Aktueller Stand 3.7.2014

Wir versuchen hier den aktuellen Stand der Dinge (3.7.2014, 14.00) zu formulieren.
Gestern abend wurde von einem Teil der Refugees im Haus eine Vereinbarung mit dem Bezirk unterzeichnet. Die Polizei ist daraufhin rund um die Schule abgezogen, “sichert” jedoch nach wie vor die Schule. Ärzte und Essen dürfen passieren und die Polizei soll nach und nach abgezogen werden, bis ein Sicherheitsdienst (siehe Vereinbarung) etabliert ist.

Die Vereinbarung lautet (Ausschnitt): “Beide Seiten einigen sich grundsätzlich auf die 10 Punkte des Vorschlages der Flüchtlinge vom 1. Juli 2014 für die Nutzung der G.H.-Schule durch die Flüchtlinge. Einzelheiten werden später geregelt. Die Flüchtlinge wohnen künftig nur im dritten Stock der Schule. Sie werden die Feuer-Fluchtwege in der Schule freigemachen. Eine oder zwei Vertrauenspersonen des Bezirksamtes betreten dann das Haus und überzeugen sich, daß die Zugänge frei sind.Die Schule wird renoviert. Ab Donnerstag, den 3. Juli 2014 beginnen in den unteren Etagen der Schule Entrümpelungs- und Bauarbeiten. Zunächst werden die Fenster im Parterre mit Platten gesichert. Für den weiteren Zugang der Flüchtlinge, die derzeit in der Schule sind, werden ihnen neue Ausweise ausgestellt, die sie berechtigen, die Schule zu verlassen und wieder zu betreten. Die Kontrolle am Eingang wird zunächst durch Personal eines Sicherheitsdienstes gesichert, das – soweit notwendig zur Vermeidung des Zuzuges Dritter – von Polizeibeamten unterstützt werden kann. Der Bezirk erklärt, keine Anträge für eine starfrechtliche
und gerichtliche Verfolgung der Flüchtlinge wegen ihres Aufenthaltes in der Schule zu stellen.”

Parallel hierzu wurde ein Antrag zur Verschärfung ders Asylgesetzes auf die Tagesordnung für die Abstimmung im Bundestag gesetzt. Es entsteht der Eindruck, dass die Vereinbarung von gestern und der heutige Antrag zusammenhängen und die Gesetzesverschärfung somit schneller durchgesetzt werden soll. Der Antrag sieht vor, das Bosnien-Herzigowina, Serbien und Mazedonien als “sichere Herkunftsländer” gelistet werden, womit die Refugees aus diesen Ländern – in erster Linie Sinti und Roma – keinen Anspruch auf Aufenthalt mehr hätten. Hiermit soll die Einwanderung von “Wirtschaftsflüchtlingen” eingedämmt werden. Die rassistische Diskriminierung und Bedrohung, der die Menschen in diesen Ländern ausgesetzt sind, wird hiermit ignoriert, eine Bedrohung der Menschen in Kauf genommen.

      We try to express the current situation – July 3rd 2014

      Yesterday night some refugees of the building signed an agreement with the Bezirk. As a reaction the police started to withdraw from the area around the school but they are still “protecting” the school. Doctors and food can go in, the police is supposed to take-off constantly from now on until a security unit (see “agreement” for further information) is established.

      The agreement is the following (extract):
      “Both sides basicly agree on the 10 points of the proposal the refugees stated on July 1st 2014 concerning the use of the G.H.-school through the refugees.
      Details are to be discussed later on. The refugees will live in the 3rd floor of school from now on. They will assure the emergency exits (for a case of fire) are accessible. One or two persons of trust from the Bezirksamt will then enter the building and they will make sure that the emergency exits are accessible. The school will be renovated. From thursday on, 3rd of July 2014 clearing out and construction work will begin in the lower floors of the school. The refugees who are currently in the school will get documents of access. The documents authorize them to leave the school and to enter it again. The checking at the entrance will be assured by people of a security unit; if necessary (to avoid the inclusion of other parties) this can be supported by police officers. The Bezirk states not to take action to prosecute of the refugees because of their stay in the school.” (July 2nd 2014)

      At the same time a request for an intensification of the asylum law was put on the agenda of the Bundestag (the German government). This leaves the impression that the agreement of yesterday and the todays request are connected and thus the intensification of the law is intended to pass faster. The request includes that Bosnia-Herzegovina, Serbia and Macedonia are listed as “safe countries of origin”. Refugees from these countries – primarily Sinti and Romanies – would no longer have a right for legal status. Thus the number of “economic refugees” shall be reduced. Discrimination and thread the people of these countries are suffering is hence ignored, a thread of the people is beeing tolerated.

    Current Situation

    We try to sum up the current situation here (June 3rd, 2014, 2 pm).
    Yesterday evening parts of the refugees inside the house signed an agreement with the district Kreuzberg-Friedrichshain. Because of that the police left the area surrounding the school, but is still “securing” the school itself. Doctors and food are allowed in and the police is supposedly going to leave gradually, until a security service (see the agreement) is established.

    The agreement stipulates (extract):
    “Both sides are principally agreeing on the 10 points proposed by the refugees on July 1st, 2014 regarding the use of the Gerhart-Hauptmann-Schule by the refugees. Details will be sorted out later. In the future, the refugees will live only on the 3rd floor of the school. They will clear the emergency escape routes. One or two persons of trust from the district office will then enter the house and see for themselves that these routes have been cleared. The school will be renovated. Construction trash-cleaning will begin on Thursday, July 3rd, 2014, in the lower floors of the building. First the windows on the ground floor will be secured with plates. For the continued entrance by the refugees who are inside the school right now, new documentation will be issued, which will allow them to leave and reenter the school. Access control will be handled by a private security company for now, which can – if necessary in order to stop others from entering the school – be supported by police. The district proclaims not to juristically or criminally prosecute the refugees for their stay inside the school.”

    At the same time a motion has been made inside the German parliament today in order to tighten asylum laws. This creates the impression that the agreement from yesterday and the motion today are connected in a way and that this tightening of the law is supposed to be pushed through faster. The motion stipulates that Bosnia and Herzegovina, Serbia and Macedonia should be listed as “safe countries of origin” (“sichere Herkunftsländer”), and because of that refugees from those countries, mainly Sinti and Roma, would lose the ability to seek asylum here. The goal is to contain the immigration of “economic migrants”. The racist discrimination and threats which these people face in those countries is being ignored, the threat to their life disregarded.

    (At the time of the translation, July 4th, 2014, the motion has been successfully pushed through, making the countries listed into “safe countries of origin”)
